What is ECR (Electronic Challan cum Return)?
The Electronic Challan cum Return (ECR) is a monthly electronic return filed online by registered establishments. The ECR file matches employee Universal Account Numbers (UANs) with their wages and statutory contributions (EPF, EPS, and EDLI). Once uploaded, the portal generates a Temporary Return Reference Number (TRRN), allowing the employer to pay the monthly contributions electronically via partner banks.
Filing Deadline & Statutory Penalty
The monthly ECR return must be filed and the payment processed on or before the 15th of each month (for the preceding month's wages). Delayed filings attract penal interest under Section 7Q (12% per annum) and damages under Section 14B (up to 25% per annum) of the EPF Act, along with potential prosecution under Section 276-B of the IPC for withholding employee contributions.
The 11-Column ECR Text File Specification
To upload the ECR, you must prepare a plain text (.txt) file where fields are separated by the double pipe symbol || (delimiter). Note that no spaces should exist around the delimiters, and the file must end with a carriage return. Here is the column layout:
